
Without CD up, you are at a more manageable 31%, but you are still probably looking at three 6* offense primary mods to even approach a situation where the CD set is better than an offense set. Your mods and equipped gear would need to provide an additional 630 offense. If you have six mods with 1.5% offense secondaries, you are at 34.5%. So with three 6* offense primary mods, you are only at 25.5%. If you found a source of the CD Up buff, then your offense bonus from equipped gear and mods would need to total 56% of your base offense before the two sets would break even.

Keep in mind though, with crit damage that high, you run into the issue of an offense set actually being better than the CD set even for a critical chance of1, unless your offense (flat and percent) from mods and your offense from equipped gear is also sufficiently high.
